I believe this is due to the browsers themselves and not Atlas. Something that might be good to try would be to remove the ModalPopupExtender (and all of Atlas if you'd like) from your page and see how the browsers behave (maybe add OnClientClick to the buttons for informational purposes). I think the results will be the same (i.e., it's the browser's decision), but would like to know if it's otherwise.
